timezones in cvs

On a similar tangent, how does the dev team envision timezone selection to
work in 2.3/2.4?  At the moment, it's just a text-area.  If you want, I
can send an alphabetized list of valid timezones in whatever format
($tz['America/New_York] = 'America/New York';, etc...) and write the code 
to display it in the preferences page.

I know it's a simple matter of parsing zone.tab, but I've already done the
annoying work and am more than willing to save others from it.

Or was there some other way that you folks had envisioned timezones?
