Actually, it says:

You have to watch the RPM release numbers (-N) too. RH 7.1 ships with
4.0.4pl1-9 which does work.

The issue with 4.0.4pl1-1 (for RH 7.0) is a well-known problem; it isn't
just Horde/IMP that suffer from it. I'm nearly certain we've had reports
that it bit people that installed Horde/IMP from tarballs, too.
Unfortunate for us, though; I've added that one to the IMP FAQ because
we've gotten so many problem reports on it.
