[imp] Spellcheckers

I ran make install in both horde/po and imp/po, restarted apache and
iexplorer... no luck.

Interestingly enough, when I selected [Chineese Simplified], it asked to
install the font from Windows 2000.  I did that, no luck.  It still shows me
English, but special character in Espanol is now a Chineese character!?
Choosing [Epsanol] puts it back?!
