If this is a Red Hat RPM (i.e., from redhat.com), what does "rpm -q php"
say?  4.0.3pl1-1 is OK but any higher release (4.0.3pl1-3 etc.) are known
broken.

I've always used PHP 3.x with Red Hat 6.x, and PHP 4.x with Red Hat 7.x,
so I don't have any experience with PHP 4.x with Red Hat 6.x (though
others do).  If your PHP 4.x RPMs came from somewhere other than Red Hat
you might consider the possibility that the MIME handling is broken
somehow, and think about different PHP RPMs (or a source build/install).

Just throwing out ideas... :-)
