delay reaction of about 10 seconds

I have the following problem when I use IMP on a PIII 933 server with 512Mb 
memory. I'am the only user of the server and browsing through the website on 
it goes quick.....just click and go.
The /horde/imp startpage is fast but logging in, or opening a mail costs 10 
seconds. Close a mail and go back to the inbox....10 seconds. Opening a new 
mail 10 seconds again.
Opening the addressbook.....click and go.

What's the problem??????
