[imp] handling semicolon separated addresses

I think the "solution" in our situation is to muck about with php.ini and
turn "display_errors" to off.

It doesn't prevent the "UNEXPECTED DATA AFTER ERROR@SYNTAX-ERROR" line
from showing up in the To or Cc fields, but it does get rid of the
warning messages.
