Oops. It's sitting on my laptop, along with a bunch of other stuff that I took 
on the plane with me to San Diego and that's been just way on the back burner 
since I got back, moved, helped my partner move, etc. Jan - commit either one, 
cleaning up as you see fit; I'd personnally think that the timezone stuff 
belongs in horde/config/lang.php, which should probably be renamed to 
locale.php or nls.php to reflect that it contains all 
locale/internationalization/naturalization features.
