Redirect.php imp 2.3.7-cvs problem

I am using imp 2.3.7-cvs as of last week with a fairly
large user base.  It is working great for most of my
users, but I have a few users that are experiencing
problems.  (Only about 20-30 reports out of about
3000 users)

When these users try to log in, they get an error
That the page cannot be displayed.  The url
points to redirect.php.

After reading through the old listserv archives
I decided to test this on the imp demo site and
am getting the exact same results there.  As a
note, this user can log in with no problems
to my imp-2.2.x server.

Any suggestions or what I can to do try and
locate this problem?
