[imp] Change time format to AM/PM or 24hours

 Nice! I took a look at PHP's function manual and found that I can
 set the following in IMP's 2.2.6 config/defaults.php3 :

 $default->time_format = '%H:%M %p';

 (%H instead of %I).

 I love php! :)
