change "new user intro" color

Hello,
I am trying to change the color to the link that says "new user introduction". 
I took a peek at the source and from what I can tell it is from the "small 
class" which is "$css['.small']['color'] = '#aaaacc';".

But this does not change the color as expected.  Am I just wrong ?   Thanks for 
any help.  I have since modified it statically to display how I want it but it 
also has a static url attached which can be bad if I forget I did that. haha
