Default language does not work

Hello,

I'm using IMP 2.3.7 CVS. I'm trying to set the default (locked) language to
Spanish but it doesn't work. This is what I have in
/horde/imp/config/prefs.php:

// user language
$_prefs['language'] = array(
    'value' => 'es',
    'locked' => true,
    'shared' => true,
    'type' => 'select',
    'desc' => _("Select your preferred language:")
);

How can I set IMP to work in Spanish ???
