Contacts not being inserted

I searched the archive and found nothing relating to this, atleast I think.

I have no problem getting a contact to save.

The problem comes in when I try to add a contact to a email message.

I click on "Contact" in the option field and it brings up my contact list.  I 
then select the contact I want to add and click "insert into to" or any other 
of the insertion buttons, but nothing is inserted.

The wierd thing about this is that it doesn't effect every user.
I've seen it work perfectly with certain users and not work at all with other 
users.  I even had someone that it didn't work with login try to get it to 
work, fail to, logout and then get someone that it does work with log into the 
same computer without shutting down IE and have it work.

Anyone know why this would occure?
