2.3.7 Word wrapping strangeness

Did anybody notice this weird word wrapping that causes double spacing.
The original message is the one in the inbox.  When I reply the text box 
will take the message and wrap the lines that are to long as 
expected.  However it seems to me it wraps every line even the one that 
isn't even close to the 80 characters (which I specified in the 
options).  The same behavior occurred on the demo version of horde (both 
being version 2.3.7-cvs).

To check for the end of line position of each line I highlighted the text 
in IE6 and only two additional positions where highlighted after the last 
visible character of each line.

I'm confused about this.
