IMP 2.2.4 - bounce but still delivers

A problem has developed with IMP 2.2.4.  Users are getting back a bounce 
message, even though the message is ultimately delivered.  The example message 
is a message to myself, but it makes no difference who the recipients are, so 
long as they are local users.

The address is fine, although the To: line vanishes in the bounce.  The message 
itself is delivered, despite the bounce.
