POP3 Mail fetched to our server?

Help!

I guess I'm wanting something a little more from IMP...

Currently I can get users to log in to IMP and act on their mail on 
the pop server.  BUT what I want, is for users to log in, and IMP 
downloads the email to the server its running on - so that users can 
save their mail in directories/folders etc, rather than it all existing in 
one clump on the POP3 server...  Does that make sense?

We are unable to use IMAP due to some constraints in the way 
mail is run at our university... Any options?

Any ideas?
