localeconv error opening email message

Hello all.

I'm getting the following error when I click on an email message in 
horde and imp cvs (as of about 5 minutes ago):

*Fatal error*: Call to undefined function: localeconv() in 
*/o2/horde/cvs/head/4h/horde/imp/lib/../../lib/MIME/Structure.php* on 
line *125*

This error was not introduced during the last day or two since I've 
gotten it for several days.  Anybody have any suggestions about this?
