[imp] localeconv error opening email message

Is the /horde/test.php out of date?  That indicates that PHP 4.0.4 with the
proposed PHP-IMAP patch is recent enough. I am in the process of rolling out
that patch in order to avoid Red Hat 4.0.6 RPM depedencies from Hell.  I
know it's an unfair question, but any guesses if 4.0.6 will soon be
necessary?
