No, you still don't know if a user just opened imp/accessed imap and 
immediately shutted down his computer or keeps working for hours.
What webstat tools do is defining a timeout. That is, if there is no activity 
for lets say 20 minutes we assume the user stopped working.

The only case where you definitely know if a user is logged in would be if all 
users use 'logout' but you're never sure.
