[imp] IMP_VERSION doesn't get evaluated.

The same problem affects HORDE_VERSION

User-Agent: Horde HORDE_VERSION

And also when user tries to submit a Problem, the fields don't get 
automatically filled (like the name, email)

And when the user submits they get this error (even though the problem 
email does get sent):
