Why can't I change languages?

Hi.

I've got the CVS versions of horde and imp from last night. I'm running 
gettext 0.10.40 (the latest version), but I can't get any translations to 
work. Everything comes out in English.

This may not be a Horde problem. The test Jan put in the README apparently 
fails:
(LANG=nl; gettext tar "Memory exhausted") comes back in English, too.

I have a /usr/share/locale with subdirectories and .mo files in it. My 
Horde install has a locale subdirectory in the standard place.

Any ideas? Is this a generic gettext problem? What could cause this?
