How do I remove the horde menu within the login screen?

Hello: 

I would like to disable the horde menu at the bottom of my screen until
"after" a sucessful login. Where and how do I make this happen? 

Also, it seems as though certain items are enabled even without logging
in, i.e. nic, headlines, cvs and bugs/whups. How do I make these require
a login in order to work?

All versions are CVS-most current. OS is Linux.
