I and atleast 2 other installations are using Sieve as the backend
integrated into IMP 2.3 for over 6 months now.
There are two modules that we have had been using.
One called sieve-php.lib (by Dan Ellis)
This one is a pure Sieve module and can go into PEAR.
If you want to study it:

The other library is called
cyrus_sieve.lib (by Didi Rieder) which has imp specific functions.
This one can get integrated as one of the filtering backend in IMP.
Again, some candy for the eye:

There have been some discussions about this on this list (you can find
them at marc), but until now no-one has come up with a shoe that will
fit all.
So those of us who are using sieve have to do this integration manually.
Perhaps once the final 3.0 is released, someone will release a patch to
replace the current filters functionality with Sieve filters, forward
and auto-responder functionality.
