Edward - asking people for more information is good. But it should be
appropriate to the problem. In this case, the permissions of the file
haven't been changed from the default - we ship test.php3 mode 000 so that
people don't reveal information without realizing they are doing so (some
people are sensitive about the output of phpinfo()). So nothing else is
really relevant, and people don't need to go on wild goose chases.
