[imp] Identities.php

Call me daft, but I don't see anything in config/prefs.php or
doc/INSTALL that outline instructions on setting up preferences
properly.  Is there any documentation of this anywhere?

Then you haven't set up preferences. Until you do that, users can't

much, since there's nowhere to store the settings.
