[imp] Message-Display ignores MIME charset

I reckon, this is a very good idea for a short-term fix of this problem.
If I understand the implications correctly, it will display the message
in a separate window in exactly those cases when it is appropriate, but
does not interfer with the UI, otherwise.

I'd like to try your idea with our Imp installation, however, there is no
view.php file. Does your fix apply to IMP 2.2.6, as well? If so, in which
file should it go (imp/message.php3 ?), and what is its exact wording?
