First, please always tell us what platform you're on, what version of 
software (sendmail in this case), etc. when you report bugs.  Sometimes 
the answer depends on that information; in this case, sendmail 8.12 is 
very different from 8.11 and earlier.

Second, this is clearly a sendmail issue (not Horde/IMP) so you should
really find a more suitable list for your question.  However, I'll give
you a quick thought:  it's failing trying to write a queue file to the
queue directory, so make sure /var/spool/mqueue is writable by whatever
user sendmail is trying to run as ("uid=1001, gid=39").  sendmail 8.11 and 
earlier is normally setuid-root to accomplish this.
