I know you're using Red Hat, but which version?

Make sure the IMAP RPM is installed ("rpm -q imap" should show it).

Make sure /etc/xinetd.d/imap doesn't have IMAP disabled (or check
/etc/inetd.conf for Red Hat 6.x to make sure it's not commented out).
