quote_prefix should be a pref, not a config variable

I am of the opinion that the 'quote_prefix' option should be a user preference -
 some people may prefer '|' to '>', etc. - not just something set by the admin 
of IMP (this behavior is like most other mail programs).  Thus, a real quick 
hack that switches 'quote_prefix' from something defined in imp/config/conf.php 
to something manipulated via the preferences system:
