How config admin user with IMP3

Hi,

I can't find how to config admin user in IMP 3.  

in /horde/config/horde.php, I set this:

$conf['auth']['admins'] = array('myusername');

but when I login with myusername, I have a same thing than another username.  
If I try the url http://..../horde/admin/user.php, I obtain "forbidden" 
message in my browser like if I'm not administrator.

What I do wrong?
