Flame, flame! ;-)

The preferences backend is set up in horde/config/horde.php. There are 
examples how to do that. You can lock (prevent users from changing) certain 
preferences in the applications' prefs.php files.

I think what you reference to is a hook that sets a preference beside the 
users settings or any default values defined in the prefs.php files.
