My solution was:

#find / -name poppassd | rm
Download

#rpm -ivh poppassd-ceti-1.8-2mdk.i586.html

Reboot

 With xinetd, you don't need the line server_args. Suppress it.

 On RedHat 7.1, it works well without specific pam modules. try
 supressing \etc\pam.d\poppassd.
