[imp] problem setting up RC3

I actually already did that -- the page source is simply the motd in 
plaintext, no tags whatsoever.

when I pullup css.php, I get a large page of the following text:

	scrollbar-arrow-color: #ddddff;

	font-size: 12px;
}
.....


There are no errors logged in any webserver logs.
