[imp] problem setting up RC3

Well, I set up a specific log, but I'm guessing its not a php error 
since nothing's getting logged there.

Also, as I said previously, there isn't anything in the webserver logs.

the site is https://www.aberrant.org/imp

http will work for /horde, but there is no /imp link on the non secure 
server.

Perhaps seeing the problem might make things a bit more clear.
