Can't get the ?language variable in IMP RC4.

Hi,

I always use the ?language=en_US or ?language=zh_TW to change the interface 
language anywhere and anytime, but I found the latest version RC4 only the 
login page can do that and rest pages can't. Does anyone teach me how to 
make it back like RC2.
