hide language select on login page (patch)

After playing with that language selection dialog on the login page
I decided that I want to get rid of it. If I'd include it I bet many
users would ask me why it only worked on the login page, why there was
a seperate setting for each user etc.

This small patch adds the possibility to turn the dialog off in conf.php.
It requires a new parameter $conf['menu']['hide_loginlanguage']

I'd say others will think the same about it, so this could be included in
the next release ...
