I suppose we could also (optionally) assume all messages in a
"drafts" folder _are_ drafts, but I don't really like that
solution.

I've confirmed that Mulberry can also resume IMP drafts (and IMP Mulberry
drafts), but not PINE drafts.

So... I guess I'll talk to the local people who maintain PINE and see if
they can figure out what's going on (and submit a patch back to UWash if
needed).
