[imp] sql.php patches for Oracle.

It is to the credit of IMP that the Oracle SQL patch resides in one file.  I
will submit a bug report to php.net, unless someone more qualified has the
time or can point me to an existing ticket.  A quick search of that DB
didn't bring up a report. Thanks Liam & Chuck for your past posts - it is
working again.
