The identities are so called "shared" preferences and hence should have the 
pref_scope field set to "horde". All application specific preferences are 
stored with the app name in pref_scope so that the last_login preference 
for example should be stored with pref_scope set to "imp".
Perhaps this helps you tracking this problem down.
