[imp] Dutch language doesn't work (Nederlands)

I switched to several languages, using the login language option and the 
preferences/language option, everything is always in english, expect the 
time&date locale.

Example, when setting to french, the only thing in the whole imp which is 
french is the date strings:

Last login: mardi, janvier 22, 2002, 04:38:17 PM MET

Thats it...

I'm running imp3.0/solaris 8 (patch cluster december 2001) SPARC/PHP 4.1.1
