[imp] enabling logon folder prefix

The folder prefix field is displayed if the 'folders' preference
is unlocked and you are not using the server list dropdown option
($conf['server']['server_list']).

You'll have to write the code for that yourself.  IMP doesn't
offer that ability out of the box.
