FIX - Cool quotes + spellcheck bug (magic_quotes_gpc)

Hi all,

OK, the docs say to turn off 'magic_quotes_runtime', but this bug is 
simply a problem with magic_quotes_gpc - it's modifying the quotes 
during get & post.

It looks like the docs should just be updated to say 'turn off both' 
(gpc & runtime), but I'm wondering if turning off gpc will have negative 
effects elsewhere?
