[imp] Apache Win32 crashing?

  I had alot of random/weird errors and apache child diing when using 
french language on horde2/imp3/apache 1.3.22/php 4.1.1/linux 2.2/gettext 
0.10.35/redhat 6.2

  make install in the po/ folders *seems* to have solved this. Now i don't 
know how you could rebuild the mo files on windows, and if that would help 
in anything... who knows.
