[imp] IMP 3 Options Activation where?

I dont find it very obvious... but i understand that it shouldn't be so
difficult. I mean if you try the IMP demo site, after you login, you get a
button saying options in the menubar, but i dont in my installation at home,
and i want to activate this so that my users can set certain options. Also,
i am trying to figure out where to turn off the maintanence page that comes
everytime i login.

Could someone please give me som detailed instructions on where to fix these
two problems?
