Cyrillic Problem

Hello there,

I just installed Horde 2.0 with Imp 3.0 and I cannot get it to work in 
Russian.  Instead of seeing cyrillic characters I get ?'s everywhere.  My 
best guess is that somewhere along the line there is a parser that is 
replacing the valid cyrillic chars with ?'s because they are not 
in some charset.  I looked at the demo site and it works fine.

Anyone have any ideas about this?
