[imp] Cyrillic Problem

The problem was with the ui.  not the messages sent out.  I tried it on various browsers netscape 4.78, 6, ie 5.5, konquorer
I solved the problem by converting the cp1521 resource file to KOI8-R then to ISO-8858-5.
I don't know why the cp1521 charset didn't work.  It still doesn't.  But I have my work around so I am happy.
Also I couldn't get KOI8-R to work either.  It would be nice to have the working so that I can offer my users a choice of charsets.
