[imp] change password for imp 3.0

Hi,

I think the following line in main.php:

        require PASSWD_BASE . "poppassd.php";

should be:

        require PASSWD_BASE . "/poppassd.php";

Thank for the improvement since last november.  It's more usefull that
way and our user will be happy with that.  :-)

I think he is correct.  I've applied the changes and updated the tar files.

Read the comments in horde/config/horde.php.dist. How you do IMP authentication 
for Horde changed.
