Truncating To: list in IMP 2.2.8-cvs?

Folks,

	We're running:

IMP 2.2.8-cvs
Horde 1.2.8-cvs
Linux Mandrake 7.0
Apache 1.3.19
PHP 4.0.4pl1

	We've had a user report that a somewhat lengthy (but not utterly
ridiculous -- about 40 recipients) To: list was truncated.  I checked
the FAQ and poked around a bit in the imp/config/ directory, but there
was no reference I could find to size limits on the recipient list.
	Is there such an item?  Is this unusual behavior?
