Option Menu is disappeared

Could u pl tell me why my Option menu has disappeared
from the webmail. We have webmail running for our
qmail server.  

Horde: 3.0-cvs 
IMP: 4.0-cvs 
Turba: 2.0-cvs 
Gollem: 0.0.1-cvs 
Kronolith: 0.0.4-cvs 
PHP Version: 4.0.6 

Also when i give 

$conf['prefs']['driver'] = 'sql';

in the Preference System Settings in
/var/www/horde/config/horde.php, it gives me following
error:
