[imp] Login fails - No ampersand but still get 'undefined function: imap_utf7_encode()'

If you are getting 'undefined function: imap_utf7_encode()', then you have a 
_very_ old PHP, or you just don't have IMAP support in PHP at all.

I don't get this with HEAD, and the code to prevent this - making sure we don't 
open a POP3 mailbox with OP_HALFOPEN - is in RELENG_3.
