[imp] IMP3 CVS RELENG_3 -- missing prefs.php -menu

well its a default CVS-version .. and i didnt disabled it specially .. isnt it 
in default-config ?? 


and to make it short ... if there is a config i seem to be to narrow-sighted .. 
whats the name of the enable/disable function in config.php or prefs.php ???

Subject: UK Locale missing?

Minor bug/problem, when setting the language to english we only get 
the preferences (eg date format) for US locale without the option for 
a United Kingdom locale which has, amongst other things the date 
format %d/%m/%y. there are other things like some spelling tools will 
choose different words for US/English and UK/english. The most 
notable is the -ize and -ise word endings.

Any chance the UK locale can be added to the list of languages? if 
you can point me in the right direction I can have a go myself.
